Seminar dedicated to the rights of people with disabilities “Inclusive Education, Vocational Rehabilitation and Accessibility” was held in Baku.
Seminar dedicated to the rights of people with disabilities “Inclusive Education, Vocational Rehabilitation and Accessibility” was held in Baku on October 28, 2019 with the support of the Ministry for Foreign Affairs of Finland, ABILIS Foundation Finland and the Union of Disabled People’s Organizations of Azerbaijan.
According to the report from the press service of the Union of Disabled People’s Organizations to Azertaj Information Agency, the seminar was attended by representatives of various government, educational institutions, non-governmental organizations, including organizations of people with disabilities, Ministry for Foreign Affairs of Finland and international organizations.
Ambassador of Finland to Azerbaijan Ms. Arja Makkonen informed the participants about the goal and objectives of the seminar.
Speaking about the work done and planned in Azerbaijan in social areas including in disability field, Deputy Minister of Labor and Social Protection of Population Mr. Anar Karimov had noted that important works are carried out in such areas as legal provision of persons with disabilities, expansion of social services, creation of new services, raising pensions and social benefits, provision of employment and other.
Chairman of the Labor and Social Policy Committee of Milli Majlis Mr. Hadi Rajabli expressed his views on the major principles of the state social policy, legislative initiatives and involvement of organization of persons with disabilities in the legislation development processes.
Ms. Irina Goryunova, Deputy Resident Representative of the UN Development Programme in Azerbaijan, informed the seminar audience about their activities in Azerbaijan. She spoke about the main areas of planned activities to achieve the goals and objectives of the projects, implemented jointly with Azerbaijani government, in particular the Ministry of Labor and Social Protection of Population.
The seminar continued its work in several panels.
In the panel “Accessibility in Educational Institutions and Work Places” President of the Union of Disabled Organizations of Azerbaijan Mr. Davud Rahimli and Advocacy Coordinator of Finland's ABILIS Foundation Mr. Tuomas Tuure provided the participants with valuable information about Azerbaijan and Finland's experience in this field.
In the panel “Vocational Rehabilitation Services”, Mr. Shahbaz Khalafov, Deputy Chief of the State Employment Service of the Ministry of Labor and Social Protection of Population, Ms. Rahila Hasratova, Director of the Center for Vocational Rehabilitation of the Young People with Disabilities N1 of the Ministry of Labor and Social Protection of Population and Mr. Mugalib Mahmudov, the Head of the Legal Education sector of the Ombudsman's Office, presented information about the implemented work and experience gained in the area of providing employment for persons with disabilities.
In the panel “Inclusive Education” Mr. Elnur Eyvazov, ADA University Senior Lecturer in Business Law and Business Ethics, Ms. Nigar Nasrullaeva, UNICEF-Azerbaijan’s Inclusive Education Specialist and Ms. Leyla Taghiyeva Project Manager of “Regional Development” Public Association of the Heydar Aliyev Foundation, shared their experiences on the situation with inclusive education, as well as about implemented projects and conducted surveys.
Mr. Kamran Abbasov, the Chairman of the Public Association for the Support of the Deaf, spoke about the sign language and the development of its Azerbaijani version.
Ambassador of Finland to Azerbaijan Republic Ms. Arja Makkonen and President of the Union of Disabled People’s Organizations of Azerbaijan Mr. Davud Rahimli made final speeches.
